I asked Zahn a question on Facebook, figured I'd share his answer.

Timothy Zahn: I wanted to find something a little different for Thrawn to go up against, and as I worked out the strategy for both sides an insectoid species seemed to work best. I also didn't want it to be the stereotypical mindless-ants routine. The Quesoth is what eventually dropped out of that equation.

No, because I have no idea who the Quesoth are, either. But seeing as I've also never heard of Crisis of Faith, I'm going to assume it's a short story which contains the aforementioned Quesoth. And I'm going to guess it's found in Insider?

It's in the 20th anniversary edition of Heir to the Empire.

Crisis of Faith is a short story that wraps up some of the events in Choices of One. It was a good story.
