And I don't recall where it says in Legacy that they were explored at all. Unless it happened in the Extremes arc?
Perhaps, when they said it was explored, maybe they meant by the Chiss, who we knew from the Thrawn Duology that they've explored it, even showing the map to Luke and Mara.
