Random Questions about the Saga!

It's not so much a display of how much the galaxy had fallen, because in the OT we follow the story of the underdog, those without the funding for new shiny kit. In the PT, we follow the stories of the privileged. The Queen's outfits and ship looked pristine because they're the Queen's. She had money enough to keep things in top shape. In the OT, we don't really see those with money, those with power. If we did, their ships were probably as pristine as the Queen's. And, at the risk of using a generalisation, she changed her outfits a lot. They probably rarely got a second use.

That doesn't mean I prefer the PT over the OT, or vice versa. That doesn't mean I hate the EU, or even love all of it. These are not prerequisites. Being a man is not a prerequisite. Being a geek is not a prerequisite. The only prerequisite is that I love something about Star Wars. I am a Star Wars fan.

To be fair to the PT you are dealing with massive planet wide civilizations that are not in any sort of economic depression. To me it seems logical that Naboo and other mid rim or core planets would have fairly well kept and shiny stuff except in the low economic areas of the planet. Also keep in mind that the PT primarily follows characters who walk among the elite of the Star Wars universe and I think we would all be surprised if they had equipment that looked worn when the elite of our world seldom continues to use things that aren't in pristine condition.

The OT on the other hand follows a group of rebels who, until some point between ESB and ROTJ pretty much have to rely on old second hand military equipment from the Clone Wars and don't have much industrial capacity to manufacture brand new equipment or maintain it at brand new levels. It is very clear that it is the skill of their support personnel that keeps the equipment running. By the same token the Empire might not have the chance to give their ISDs 6,000 lightyear check-ups on a regular basis and it seems logical that ones deployed to the Outer Rim wouldn't look as brand new as the ones that likely patrol the Core Worlds.
