Mandalorians are typically big, clumsy, oafish mercs who just brute force their way through a problem. The Nogrhi are more patient and stealthy. When launched into war, the Mandos start out with a bang and then get their shebs beat by the Jedi/Republic. When the Nogrhi go to war, they assassinate the leader of the opposing force and steal away with victory. Even the mighty Thrawn could not predict them. Advantage Noghri.
If the Noghri and Mandalorians went to war, both sides could opt for allies. Traditionally the Mandalorians are terrible at politics and have no allies, unless they're being used by the Sith. The Noghri on the other hand, are friends with Lady Vader. They could get help from the Republic/GA and/or the Jedi. Advantage Noghri.
Outcome: The Mandos come in hard and heavy kicking Noghri butt with their armor, their heavy weapons, and their machines of death and destruction. The Noghri strike back in the night, assassinating high level Mandalorian commanders, terrorizing supply lines, and crippling the Mando war machine. The Noghri's allies step in and establish firm dominance on the battlefield, kicking the Mandos off the planet and forcing them to return to Mandalore.
