Just a thought about the lack of Mandos in Outcast:
We know that, originally Karen Traviss was going to write books 2, 5 and 8, but they got Christie Golden instead. So, maybe, they structured the story so that Traviss could do he Mando Magic in those books and now, because she's too busy, they're retconning the idea.

That's my thought as well. They had intended to bring in the Mandos with Traviss on board, but since she wasn't available, they changed them into bounty hunters, which meshed perfectly with the finale for Clone Wars season 1.
